Repair and replacement can coexist
Not every elevation needs the same answer. One run may be reusable while a storm-damaged or poorly routed run needs replacement. Downspouts can require a different scope from the gutters themselves. The written quote should show each affected run, the associated outlets and downspouts, and any fascia or drainage assumptions so the work is understandable before signing.
